Thank you for posting your proof of a bug. But unfortunately there is no way for us to fix the Thieving Skill-Cape on male characters for now. You may use a female character if you would like to wear it. I am already aware of the "No General Store." I am working on trying to find codes for the items to put in it. I believe there Is a Kalphite Lair. I am not sure WHERE though yet. And the assault items are buyable. Carry coins in your inventory when you are buying them.

U can wear thieving skillcape on an male character. I did it, Assault is a minigame, Not suppose to b able to buy, Kill the guards for points,or they drop. There is a genral store.
